FIA UI Lecturer Urges Government to Make Evaluation and Design of Corona Handling Policy in Indonesia

Public Policy Specialist and University of Indonesia Faculty of Administrative Sciences Lecturer Zuliansyah said so far the community and regional heads were not given a full and detailed picture of the termination of the covid-19 chain in the community.

The problem is increasing because there is no evaluation from the central government in every policy that has been made. One way to overcome the overlapping policies, said Zuliansyah, there must be a large design of a corona virus handling policy.

“The government must make a big design so that it does not cause confusion on the ground,” Zuliansyah said when contacted separately.

The grand design, he said, must be made in detail by the government, including anticipating if a policy does not go according to the basic picture.

For example, Zuliansyah exemplified the rapid test policy which is now being implemented by the Central Government to break the chain of the spread of the covid-19 virus.

Rapid test policy aims to find people who contract the virus immediately, isolate it, so that the virus does not spread more broadly. However, Zuliansyah said, at this time there were still many people who did not know about the mechanism, conditions and implementation of the rapid test.

Zuliansyah said that misinformation often ran around so that the essence of implementing the policy was not conveyed properly.

Errors ensued. For example, a rapid test aimed at preventing the spread of the virus has the potential to become a hotbed of transmission in a number of areas because its implementation invites a crowd.

“In the philosophy of public policy, the government cannot invite the public to support its policy if they do not know the essence of the policy,” he said.

“We have to start thinking about it now, what about the worst case,” he added.

Zuliansyah added that the Task Force for the Acceleration of Handling Covid-19 which is now led by the Head of BNPB Doni Monardo has an important role in establishing central and regional relations.

BNPB, as a party considered capable of dealing with disasters that are now of a national scale, must provide an overview of disaster management as a whole so as not to make regional heads take initiatives that would disrupt the situation.

A full understanding of disaster management must be conveyed, along with the conditions that must be met by the region before taking strategic policies such as local lockdown applied by Tegal.

“If there are no parameters, it can become a social disorder. People panic, Tegal has done so (doing local lockdown), eventually other regions will join in,” he explained.

Counted, it has been almost a month since the covid-19 virus began to become an epidemic in Indonesia. According to Zuliansyah, a number of appeals given by the government have proven to be ineffective, so now it is necessary to show concrete, more strategic actions by the government to overcome this disaster.

“It’s not just a plea anymore, local governments must be driven by a command at the Center,” he said.
