Development of Human Resources (HR) in the Public Sector, especially as a Policy Maker, needs to be strengthened by formal education at the tertiary level. The Faculty of Administrative Sciences, University of Indonesia (FIA UI) is here to meet this need, as an educational institution that provides study programs, one of which has student competency achievements to become a policy maker.
Policy maker competence or policy making is one of the main keys to the quality of policies made by an individual, group or institution. Currently, Indonesia needs a policy maker who is not only good at making policies, but also must be able to make policies according to the needs and conditions of each region. This was revealed by the Dean of FIA UI Prof. Dr. Chandra Wijaya, M.Si., M.M.
The National Research and Innovation Agency (BRIN) as one of the government agencies is responsible for carrying out governmental tasks in the fields of research, development, study, and application as well as inventions and innovations, nuclear operations, and integrated national space administration. To carry out this function, BRIN initiated a collaboration with FIA UI to create HR Policy Maker competencies that are able to answer all the challenges that exist.
“Faculty of Administrative Sciences, University of Indonesia (FIA UI) is not a faculty which only studies correspondence, administration, and the like. FIA UI five scientific pillars, namely Policy, Governance, Innovation, Institutions, and Culture. The five pillars are interrelated and Administrative Science studies these interrelationships. Based on these five scientific pillars, FIA UI is able to support the creation of quality Policy Maker HR competencies,” said Prof. Dr. Chandra Wijaya, M.Si., M.M.
This was explained by Prof. Chandra as his remarks for the presence of members of the National Research and Innovation Agency (BRIN) at the Discussion Meeting for the Master of Administration Program Specializing in Innovation and Regional Competitiveness which took place on Monday, 18 October 2022 afternoon in the Main Meeting Room, Building M FIA UI.
“Currently all over the world, especially Indonesia, we have big problems that must be faced, including issues of food security, energy, health, climate change, global warming, and others, which of course cannot be separated from policies, institutions and governance to overcome them. Therefore, I think that FIA with its knowledge is a strategic faculty to face this national challenge,” added Prof. Chandra.
Responding to this, Dr. Wiwiek Joelijani as Ses Deputy RID said that FIA UI has a strategic position in solving various national problems. Especially in terms of policies, institutions and governance which are certainly needed to create a sustainable condition in society, especially in fostering Human Resources (HR) to be able to formulate a policy or regulation in accordance with the needs of each region.
“I agree that FIA UI has a great opportunity in facing national challenges which are increasingly broad and complex. The scope of policies, institutions, governance, and others in FIA UI is very broad. We see that in solving problems in the regions, the role of the FIA will be important because it can help us formulate policies according to the needs of each region, which of course are different,” said Dr. Wiwiek.
As a program that has a vision of becoming a center for the development of excellent master program education in administration and policy studies as well as tri dharma-based strategic governance of higher education institutions in Southeast Asia, the FIA UI Masters Program is considered to be the right step to create HR competencies that are able to formulate policies appropriately. according to the needs, conditions and challenges faced by each region.
“We are not only talking about sectoral regional research and innovation, but also as a whole. We are not only discussing from the government’s point of view, but also the private sector because they deal with the budget which helps carry out innovation and increase competitiveness. Through this program, FIA UI will collaborate with both the government, the private sector and other parties to create a policy that is appropriate and according to the needs of each region,” said Dr. Fibria Indriati Dwi Liestiawati, S.Sos., M.Sc., as Deputy Dean for Education, Research and Student Affairs, Faculty of Administrative Sciences, University of Indonesia (FIA UI).
Furthermore, Dr. Indri said that the BRIN and FIA cooperation plan would produce a learning outcome for innovation and regional competitiveness which aims to increase the competence and professionalism of government officials both at the central and regional levels, social organizations, as agents of change who are capable of conducting research, able to analyze regional competitiveness and formulate governance and policies related to innovation and regional competitiveness in order to improve the quality of socio-cultural life and regional economic growth.
