In an era where digital connectivity drives global economic growth, the Jakarta Provincial Government recognizes that adapting to new technologies and innovating public services is essential. By integrating digitalization into the province’s smart city ecosystem, Jakarta is building a robust foundation to attract investment, enhance competitiveness, and foster an innovative business environment.
This topic was discussed by Yudhistira Nugraha, D.Phil., Head of BLUD Jakarta Smart City, during a public lecture at the Faculty of Administrative Sciences, Universitas Indonesia (FIA UI). The lecture, titled “The Future of Digital Government: A New Government Service Model,” was held on Wednesday, November 15, 2023, in Room M103 of the FIA UI Building in Depok.
Yudhistira emphasized that the Jakarta Provincial Government is prioritizing urgent digital transformation to maintain acceleration momentum and support Jakarta’s position as a Global Economic and Business Hub. In a highly dynamic environment, he identified several key challenges, including rising public and business expectations, the ability to initiate and sustain new initiatives, regulatory compliance, and stakeholder management.
According to Yudhistira, the solution lies in developing an integrated program that leverages existing strengths while introducing new and improved solutions. Digital transformation in Jakarta is being facilitated through the Digital Province Ecosystem and Smart City Development. This initiative is based on four main pillars: Digital Infrastructure, Digital Society, Digital Government, and Digital Economy, which collectively aim to create a strong foundation for sustaining Jakarta’s growth as a global economic center.
He further explained that building a smart city ecosystem involves developing technological infrastructure, digital business processes, facilities, institutions, governance frameworks, funding mechanisms, and human resources. The Jakarta Provincial Government is committed to collaborating with various stakeholders, including citizens, academics, media, industries, investors, and other governmental bodies, to foster a collaborative environment supporting smart city growth.
Additionally, Yudhistira highlighted seven key dimensions essential for smart city development: Smart Governance, Smart People, Smart Mobility, Smart Environment, Smart Economy, Smart Living, and Smart Branding. These dimensions serve as the foundation for implementing the Electronic-Based Government System (SPBE), where cross-departmental collaboration is crucial for enhancing public services.
The digital transformation strategy will be supported by data governance and management, human resources and talent management, funding and incentives, policies and regulations, and cybersecurity measures. The Jakarta Provincial Government has conducted an initial mapping of the SPBE framework and is prepared to identify areas for improvement through cross-departmental collaboration.
With a firm commitment to becoming a leader in digital governance, the Jakarta Provincial Government is optimistic that these measures will have a significant positive impact on supporting Jakarta’s vision as a Smart City and a Global Economic and Business Hub.
The event was also attended by Dr. Muhamad Yopan, S.T., M.A.B., and Wahyu Mahendra, S.I.A., M.Egov, faculty members of FIA UI. It was conducted in a hybrid format with a total of 90 participants joining both in person and online.
