The Administrative Science field is the main place of organization and policy review, which does not view private and public organizations as black boxes. In this case the Science of Administration examines the internal dynamics of private and public organizations as the main instrument of solving societal problems as important as market mechanisms, altruism and positive anarchy. The scope of the Administrative Science Study in addition to the internal dynamics of private organizations in relation to the production and distribution of private goods and services, also examines the internal dynamics of public organizations in relation to the production and consumption of public goods and services, as well as the external factors affecting the dynamics of both organizations. These external factors can be political, social and cultural factors, laws, technology, information and other global developments. This makes the Science Administration grow into a discipline that although interdisciplinary, has a region and method of study that is independent and parallel to other social sciences disciplines.
The characteristics that distinguish the profile of undergraduate and graduate students of Faculty of Administrative Science Universitas Indonesia with other faculty is the production of graduates who are able to compile and analyze policies at the macro, meso and micro level of an organization. The demand of public or private organizations in improving the competitiveness of the organization becomes a requirement that must be fulfilled by universities.
In addition, the closer the links and the relationship between the public sector (government) and the private sector (private sector) where a deep understanding is required between the disciplines of state administration and commercial administration. For example, the advancement of the science of new public management that adopted the principles of private sector governance in the public sector made the loss of barriers between the two disciplines. An example of the implementation of the context is the Government of the Republic of Indonesia on the agenda of Bureaucratic Reform (RB). One of the RB programs is the changing of various Recruitment and Selection mechanisms with system merit, Outcome Based Results Assessment and Remuneration Based on Work Performance.
The two sectors’ relations are further strengthened by the science of fiscal administration. The fiscal administration will bridge the need for the process of drafting a financing and expenditure policy strategy for both public and private organizations and the rules affecting public and private sector relations.
The dynamics of environmental changes such as globalization, emerging market economy, massive developments of information technology, becomes another variable that must be considered by the organization to ensure sustainability and competitiveness level in national, regional and international level. This situation is also one of the distinguishing characteristics of the Faculty of Administrative Sciences with other faculties. Graduates of the Faculty of Administrative Sciences are expected to be able to elaborate on the various dynamics and provide analysis and synthesis as the basis for making a policy and organizational decisions.
