The Faculty of Administrative Science Universitas Indonesia (FIA UI), continues to contribute to public policy discourse through an opinion article written by FIA UI faculty member Desy Hariyati, published in Tempo under the title The Roots of the Failure of MBG and Koperasi Merah Putih.

In the article, Desy introduces the concept of failure by design, referring to situations where public policies fail not merely because of poor implementation, but due to fundamental flaws embedded in their design from the outset. Drawing on a public policy perspective, the article underscores the importance of problem identification, evidence-based policymaking, and meaningful stakeholder engagement in developing effective and sustainable public policies, taking cases on the recent Indonesia’s policy on Makan Bergizi Gratis (MBG) and Koperasi Merah Putih.

The article also emphasizes that policy evaluation should extend beyond implementation outcomes to examine the quality of policy design itself. According to the author, participatory policymaking, supported by rigorous analysis and continuous monitoring and evaluation, is essential for strengthening governance and improving public policy outcomes.
