Depok, November 9, 2023 – Political dynamics and public policy advocacy play a significant role in maintaining the stability and development of the Unitary State of the Republic of Indonesia (NKRI). Political factors influencing the legislative process, the relationship between the government and the House of Representatives (DPR RI), and public participation can shape policy direction and its implementation. A deep understanding of these dynamics is essential to maintaining balance and realizing the national goals of freedom, unity, sovereignty, justice, and prosperity.
In response to these issues, the Master of Public Policy and Governance (MKPG) program at the Faculty of Administrative Sciences, Universitas Indonesia (FIA UI) held a guest lecture featuring Dr. Widodo, S.H., M.H., an expert from the Legislation Body of the DPR RI, as the keynote speaker. The lecture, titled “Political Dynamics and Public Policy Advocacy: Issues and Challenges,” explored the complexities of policy-making processes in Indonesia.
“The purpose of establishing the Unitary State of the Republic of Indonesia (NKRI), as outlined in the Preamble to the 1945 Constitution, is to guide the people toward independence characterized by freedom, unity, sovereignty, justice, and prosperity. To achieve this, it is crucial that legislation reflects these national goals,” said Dr. Widodo during his lecture.
The guest lecture was moderated by Dr. Azis Muslim, M.Si, a lecturer in the MKPG Politics and Public Policy Advocacy course. “Good evening to all participants and MKPG students attending today’s guest lecture. In this course, we will learn how legislative practitioners design Bills (RUU) and explore the political dynamics and public policy advocacy processes within the DPR RI,” said Dr. Azis in his opening remarks.
During the lecture, Dr. Widodo highlighted the various challenges faced during the legislative process. He explained that some bills remain unresolved due to political complexities during their formulation and discussion. Additionally, there are bills that are either withdrawn, left unaddressed, or lack a List of Problem Inventories (DIM) required for further deliberation.
“The relationship between the Government and the DPR RI greatly influences the legislative process and the implementation of laws in Indonesia. Although Indonesia operates under a presidential system, the nature of their relationship often resembles that of a parliamentary system,” he remarked.
Regarding public participation, Dr. Widodo emphasized that the involvement of the public in both the formulation and implementation of legislation remains suboptimal. Public rights—such as the right to be heard, to have their opinions considered, and to receive explanations on political decisions—require further strengthening to ensure meaningful engagement.
“Although internal support systems are in place, there is still a lack of effective integration and coordination among experts, legislative drafters, researchers, and structural staff. He stressed the importance of evaluating legislation through mechanisms like Regulatory Impact Analysis (RIA) or Cost-Benefit Analysis (CBA) to assess the effectiveness of laws and promote good governance,” he concluded.
The guest lecture took place on the evening of Wednesday, November 8, 2023, in a hybrid format, combining an in-person session at the Smart Class, 3rd Floor, FIA UI Building, and a virtual meeting via Zoom. This event provided in-depth insights into the political dynamics and public policy advocacy processes in Indonesia while encouraging participants to reflect on their role in shaping legislation in the country.
