The growing demands for a modern bureaucracy to be more responsive, efficient, and accountable continue to rise in line with the increasing complexity of governance challenges and public expectations. Public organization and management—including human resource (HR) management—are key components in building a bureaucracy capable of transforming in response to contemporary challenges such as digitalization, climate change, and global crises.

In the Indonesian context, the National Bureaucratic Reform Agenda 2020–2024 identifies civil service HR management as a critical pillar. However, policies related to HR management and public sector organizational development still face numerous structural and implementation challenges, including the lack of in-depth, evidence-based policy research.

In this regard, the Public Management and Organizational Change (PMOC) Research Cluster envisions itself as a strategic and scientific hub for studies in the field of public organization and management, aiming to make a real contribution to improving governance in Indonesia.
