The sidewalks along Jalan Syech Nawawi Al-Bantani, Cilincing, North Jakarta, which are supposed to be the right of pedestrians, are instead occupied by truck tire repair workers.

Dozens of tire repair workers have set up their stalls on the sidewalks along Jalan Syech Nawawi Al-Bantani from Cilincing toward Cakung, East Jakarta.

Each tire repair stall in this area is spaced approximately 200 to 500 meters apart.

Some tire repair workers fully occupy the sidewalks with their stalls, while others have kiosks located behind the pedestrian facilities.

However, even those who have kiosks still place equipment such as air compressors and used tires on the sidewalks. This causes parts of the sidewalk to be blocked and unusable for pedestrians.

Urban planning observer M. Azis Muslim also highlighted the condition of the sidewalks on Jalan Syech Nawawi Al-Bantani, which he considers very concerning.

“This is certainly a matter of concern because sidewalks are designated for pedestrians. So if sidewalks are used by tire repair workers and the like, then the rights of pedestrians have been taken away,” Azis said when contacted by Kompas.com, Tuesday (9/12/2025).

Azis suggested that the local government should immediately step in to improve the sidewalks at the location. Firm law enforcement is also needed to restore the sidewalks to their original function.

“So there must be law enforcement efforts, so that this does not create other effects, because if there are activities such as tire repair on sidewalks, it will lead to other derivative activities, such as parking on the road, which will greatly disrupt traffic flow,” Azis explained.

If the condition of the sidewalks on Jalan Syech Nawawi Al-Bantani is left as it is, it shows that the government is very weak in enforcing regulations.

This is because the function of sidewalks as facilities dedicated to pedestrians is clearly stated in various regulations, ranging from laws to regional regulations. Azis also said that sidewalk arrangement is a vital matter that must be addressed if Jakarta wants to become a global city in the future.

Rarely Used

The urban planning observer also emphasized that even though the sidewalks on Jalan Syech Nawawi Al-Bantani are rarely used by pedestrians, the government must still provide these public facilities.

The North Jakarta City Government has an obligation to arrange and provide sidewalks as part of fulfilling the rights of pedestrians.

“Even if sidewalks are rarely used by pedestrians, facilities in the form of sidewalks still need to be provided, because regulations clearly state this,” Azis said.

In an area, the presence of road shoulders, roadways, and pedestrian areas must exist as public facilities that are accessible and friendly to the community.

Creating Special Areas

If such facilities are absent, it means the government has failed to manage public space in Jakarta. If the presence of tire repair workers is indeed very necessary at that location, Azis suggested that the government should provide a special area for them.

“I think the initiative to provide a special place for tire repair activities is very good as part of efforts to organize public space,” Azis explained.

With the availability of a special area, tire repair workers can continue operating without occupying sidewalks that are designated for pedestrians.

However, it should be noted that the special area provided for tire repair workers must be located along Jalan Syech Nawawi Al-Bantani, which is easily accessible and is indeed a route frequently passed by heavy vehicles.

Sidewalk Arrangement

In addition to regulating tire repair workers, the government also needs to organize or revitalize the sidewalks in this area.

This is considering that many sidewalks are already damaged and difficult for pedestrians to use. On the other hand, the presence of sidewalks in this area is very much needed to protect pedestrians due to the intense activity of heavy vehicles.

“When heavy vehicle activity passes through the area, it is very important to consider pedestrian safety,” Azis said.

In addition, sidewalk arrangement must also be accompanied by the provision of necessary traffic signs.

Furthermore, the installation of guardrails, lighting, and ensuring that sidewalks are free from obstructions must also be carried out by the government as part of fulfilling pedestrians’ rights.

“Now Jakarta as a global city must be disability-friendly, so public facilities must be provided in a better way,” he emphasized.

Maintenance Is Important

Not only revitalization, the government must also carry out routine maintenance of public facilities in the area.

Azis said routine maintenance is needed because the location is often passed by heavy vehicles, so the quality of the sidewalks must also be good so that they do not easily deteriorate or become damaged due to vibrations.

Azis also urged the government to take firm action against all forms of violations occurring on sidewalks.

“Violations are clearly stated in the Constitution, where anyone who uses sidewalks for other activities can be subject to sanctions or fines, and this is what must be enforced,” he said.

Law enforcement is important to make the public more disciplined so that public spatial planning in Jakarta becomes better and of higher quality.

Pedestrians’ Rights Taken Away

Urban planning observer M. Azis Muslim considers the occupation of sidewalks by tire repair workers to be a form of deprivation of pedestrians’ rights.

“This is certainly a matter of concern because sidewalks are designated for pedestrians. So if sidewalks are used by tire repair workers and the like, then the rights of pedestrians have been taken away,” Azis said.

In fact, the existence of sidewalks is regulated in various regulations in Indonesia.

In Law Number 22 of 2009 on Road Traffic and Transportation, one of the articles states that sidewalks are parts of roads designated for pedestrians.

Then, in Government Regulation (PP) Number 34 of 2006, one of the articles states that sidewalks must be provided along roads with high traffic intensity and high speeds.

“And there are also regulations related to sidewalk planning guidelines as stipulated by the Minister of Public Works, which cover technical issues, design, planning, provisions related to height, and so on, all of which are regulated there,” Azis said.

Even the issue of sidewalks is regulated in Jakarta’s Regional Regulation (Perda) on Public Order.

These regulations, according to Azis, should serve as strong guidelines on how sidewalks should truly be used for pedestrians, not for other activities.

To restore the function of sidewalks, firm law enforcement is required. Otherwise, the presence of tire repair workers in this location will continue to grow.

On the other hand, other activities such as roadside parking that disrupt traffic flow will also occur in this area.

If law enforcement against violators is not carried out, the condition of sidewalks on this road will become increasingly chaotic and show a lack of effective public space management amid Jakarta’s transformation into a global city.

In fact, according to Azis, to become a global city, public facilities such as sidewalks must be properly considered so that they are friendly to pedestrians and people with disabilities.

Still Must Be Regulated

Urban planning observer M. Azis Muslim believes that the regulation of sidewalks on Jalan Syech Nawawi Al-Bantani must still be carried out.

Azis emphasized that sidewalks on this road should be restored for pedestrian use.

“This is certainly a matter of concern because sidewalks are designated for pedestrians. So if sidewalks are used by tire repair workers and the like, then the rights of pedestrians have been taken away,” he said.

Therefore, law enforcement against violators who change the function of sidewalks is important for the government to carry out.

If strict law enforcement is not implemented, the presence of tire repair workers on sidewalks will be evidence of a lack of effective public space management.

In fact, the issue of sidewalks is vital if Jakarta wants to become a global city in the future.

In addition to enforcement, the local government is also asked to provide special areas for container truck tire repair workers.

“I think the initiative to provide special areas for tire repair activities is very good as part of efforts to organize public space there, and this will also restore sidewalks as the rights of pedestrians,” Azis explained.
