Depok, 9 May 2026 – A lecturer from Fakultas Ilmu Administrasi Universitas Indonesia, Muh Azis Muslim, highlighted the recent series of railway accidents occurring within a short period of time and emphasized the need for a comprehensive evaluation of public transportation risk governance in Indonesia.
Speaking during a public discussion, Azis stated that the multiple incidents should not be viewed merely as isolated events or coincidences. Instead, he argued that they indicate systemic weaknesses in transportation safety management and risk mitigation mechanisms.
“The series of train accidents should be seen as an indicator of weaknesses in public transportation risk governance. This means there are systemic issues that require serious evaluation, particularly regarding safety management at level crossings,” he explained.
Azis also referred to data from the Komite Nasional Keselamatan Transportasi (KNKT), which recorded that approximately 78 percent of railway accidents in Indonesia occur at level crossings. According to him, this demonstrates that the risks have long been identified and therefore cannot simply be categorized as unforeseeable force majeure events.
He further explained that the issue of level crossing safety involves multiple regulations and stakeholders, including traffic and road transportation laws, railway regulations, as well as the roles of local governments and law enforcement agencies in supervision and policy implementation.
Azis emphasized that cross-sector coordination is essential in strengthening the public transportation safety system. Beyond infrastructure improvements, he stressed the importance of public awareness, operational supervision, and consistent law enforcement in minimizing accident risks.
According to him, transportation safety policies should adopt a preventive and risk-based approach. Such an approach would ensure that policies are not merely reactive after accidents occur, but are also capable of mitigating potential risks before incidents happen.
Through his remarks, Azis underscored the importance of conducting a comprehensive evaluation of railway crossing safety systems as a strategic step toward creating safer and more sustainable public transportation in Indonesia.
