DEPOK, 28 January 2026 — The Directorate General of Taxes’ (DGT) major ambition to carry out digital transformation through the Coretax system has now entered a crucial phase that demands readiness beyond mere updates to technological infrastructure. This became the common thread of the Dissertation Research Panel Discussion and the 222nd Webinar organized by the Digital Tax Administration (DTA) Research Cluster of the Faculty of Administrative Sciences, Universitas Indonesia (FIA UI), in collaboration with PT Pratama Indomitra Konsultan, on Wednesday (28/1). Held at the EDISI 2020 Auditorium, Building M of FIA UI, the forum examined in depth the roadmap of digitalization and its impact on taxpayer compliance in Indonesia.
The series of events opened with a keynote address by Dr. Nufransa Wira Sakti, S.Kom., M.Ec., in his capacity as Expert Staff to the Minister of Finance for Tax Supervision. He emphasized that the success of tax administration modernization is highly dependent on strengthening institutional capacity to face an increasingly complex digital ecosystem. The Chair of the DTA FIA UI Research Cluster, Prof. Dr. Milla Sepliana Setyowati, M.Ak., officially opened the forum by stressing that synergy between academic research findings and practical policy is an absolute prerequisite for building an adaptive and equitable tax system.
The morning discussion session, moderated by Thesa Adi Purwanto, S.Sos., M.A., highlighted the dissertation research of Titin Fachriah Nur Anwar, S.E., M.M., CA., on the level of digital maturity of the DGT. Through an evaluation based on the OECD 2022 Digital Transformation Maturity Model (DTMM), it was revealed that the current position of the DGT’s Coretax system remains in a transitional phase between the initial and intermediate stages. The research underscored that the effectiveness of this new system does not rest solely on software readiness, but also on the robustness of data governance, the synchronization of automated tax rules, and the digital competence of the human resources who will operate it.
These research perspectives were further enriched by a lineup of prominent panelists who presented a dialectic between theory and policy realities. The experts on the panel included Prof. Dr. Ir. Eko K. Budiarjo, MSc; Prof. Dr. Gunadi, M.Sc., Ak; Fannany Priambodo Mukti, ME Ak (DGT); Hantriono Joko Susilo, S.Pi., M.Tax.; Dikdik Suwardi, S.Sos., M.Si.; Budi Prasetya, S.E., M.M. (DGT); and Dr. Prianto Budi S., Ak., CA., M.B.A. The panelists highlighted the importance of consolidating cross-agency governance frameworks. They agreed that solid data integration must be a priority so that the vision of data-driven policy can be fully realized without leaving technical gaps in practice.
Entering the afternoon session, the focus shifted to a regulatory review through the discussion of PMK-111/2025 on taxpayer compliance supervision. This session presented the authority’s perspective, represented by Budi Prasetya, S.E., M.M., as Head of Subdirectorate for Assessment I, and Faizal Ramon Ayuba, who serves as Head of Supervision Section IV at KPP PMA Dua. Both explained how supervisory functions are transforming alongside the adoption of the Coretax architecture, particularly in detecting non-compliance risks with greater precision and measurability. As a counterbalance, Dr. Prianto Budi S. provided critical analysis from an academic standpoint to ensure that every norm within the regulation remains consistent with the principles of sound tax implementation.
The entire series of events, guided by Lambang Wiji Imantoro as MC, concluded with a shared commitment to continuously oversee the implementation of Coretax. The technical and policy recommendations generated from this forum are expected to serve as constructive input for the government in refining Indonesia’s digital tax transformation toward a more resilient and adaptive future.
