The fire at the Terra Drone Building in Kemayoran, Central Jakarta, which claimed the lives of 22 people, has drawn serious attention from urban governance observer M. Azis Muslim.

Azis considers the incident a tragedy that reflects the importance of awareness of occupational health and safety standards (K3).

The incident shows a low level of awareness, both on the part of the building owner and its occupants, regarding the importance of workplace safety.

“What can actually be taken as a lesson from yesterday’s incident is that our awareness—both that of building occupants and owners—regarding occupational health and safety remains very minimal,” he said to Warta Kota, Thursday (11/12/2025).

According to Azis, regulations regarding K3 are clearly stipulated in Laws and Government Regulations, which require every workplace to meet safety standards.

These include adequate evacuation routes and appropriate rescue facilities.

However, in this fire case, the evacuation routes in the building did not meet standards, and the available rescue facilities were inadequate.

Neglect of K3L Standards

Azis emphasized that neglect of K3L (Security, Safety, Health, and Environment) standards is a deeply concerning act.

“The Terra Drone Building failed to meet occupational health and safety standards, such as improper evacuation routes and inadequate rescue facilities,” he explained.

He added that building managers have an obligation to provide adequate infrastructure to ensure that K3 standards are met and function properly.

“Fire extinguishers and other K3 facilities must always be ensured to be in ready-to-use condition and must undergo routine maintenance,” said Azis.

Azis suggested that the government conduct routine inspections of building safety systems.

“The government needs to ensure that fire safety standards and evacuation routes are inspected periodically. Education for workers and building occupants on safety procedures during emergency situations is also very important,” he stated.

He also stressed the importance of law enforcement against those who violate K3 standards.

“Those who neglect workplace safety must be given strict sanctions. This is very important to prevent similar incidents from recurring in the future,” he added.

Attention to Building Safety Management

In addition, Azis hopes that building managers will pay greater attention to safety governance, especially in Jakarta, which is a business hub with many high-rise buildings.

“One preventive measure is early detection of fire risks and ensuring that evacuation routes are unobstructed. This will ensure that buildings in Jakarta meet proper safety standards,” he asserted.

Azis also reminded that awareness of the importance of safety and evacuation standards must be built continuously through training and proper infrastructure maintenance.

Azis hopes that the tragedy at the Terra Drone Building can serve as a valuable lesson.

“We must ensure that all buildings, especially those used as workplaces, have appropriate occupational safety and health management systems. In that way, we can create a safer working environment for all parties,” he concluded.

Terra Drone CEO Named a Suspect

The Central Jakarta Metro Police have named the President Director (CEO) of PT Terra Drone Indonesia, Michael Wishnu Wardana, or MW, as a suspect in the fire case that killed 22 people.

MW has been charged under multiple articles in connection with the fire incident.

“(The suspect is charged under) Articles 187, 188, and 359 of the Criminal Code,” said the Head of Criminal Investigation of the Central Jakarta Metro Police, AKBP Roby Saputra, to reporters on Thursday (11/12/2025).

Roby revealed that currently only one suspect has been named in this tragic incident.

MW is still undergoing intensive questioning and is planned to be detained within the next 1×24 hours.

“He will be detained before the 1×24-hour period,” Roby said.

Previously, police arrested one individual in connection with the fire at the Terra Drone building in the Cempaka Baru area, Kemayoran, Central Jakarta.

The individual is the President Director (CEO) of PT Terra Drone Indonesia with the initials MW.

This was confirmed by the Head of Criminal Investigation of the Central Jakarta Metro Police, AKBP Roby Heri Saputra.

MW has even been officially named a suspect in the fire incident that resulted in 22 fatalities.

“Yes (the CEO of PT Terra Drone has been arrested and named a suspect). (Initials) MW,” Roby said when confirmed on Thursday (11/12/2025).

The suspect designation took place on Wednesday (10/12/2025).

However, until now, the police have not further disclosed the involvement of other parties in this case.

Roby stated that the suspect designation currently only involves MW.

Police are still continuing to investigate the case.

New facts have emerged regarding the fire at the Terra Drone building in the Cempaka Baru area, Kemayoran, Central Jakarta.

In the incident, a total of 22 people lost their lives.

The building is known to function as a drone service facility as well as an office.

This was conveyed by the Head of Criminal Investigation of the Central Jakarta Metro Police, AKBP Roby Saputra.

“That is correct (the building that burned was a drone company). (In that building) there was no production, but repair activities and offices,” Roby said when confirmed on Wednesday (10/12/2025).

“Yes (drone servicing was carried out). The servicing was indeed done there,” he added.

He explained that Terra Drone is a Japanese company, but the leader of Terra Drone in Indonesia is an Indonesian citizen.

His identity is already known, and the police are currently ensuring his whereabouts for questioning.

“The company is a Japanese company. But the leader of the company there is not (Japanese),” Roby said.

So far, investigators have examined eight witnesses, ranging from management to local residents.

Meanwhile, the building owner and the company owner have not yet been examined.

The fire was reported to firefighters at 12:43 WIB.

A total of 22 people died in the incident, consisting of 15 women and 7 men.
