Depok, 29 October 2025 – The Faculty of Administrative Sciences, Universitas Indonesia (FIA UI), held a guest lecture titled “Building Civil Servant Behavior: Opportunities and Challenges,” featuring Dr. Eunike Prapti Lestari K., M.Si., a civil servant from the National Civil Service Agency, as the speaker. The activity, which was part of the Administrative Behavior course, took place at the EDISI 2020 Auditorium, 4th Floor, Building M, FIA UI.

In her presentation, Dr. Eunike highlighted the importance of building civil servant (ASN) behavior based on the core values of BerAKHLAK, namely Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative. These values serve as guidelines for ASN behavior, the development of work culture, and the strengthening of the image of government institutions.

Dr. Eunike explained that ASN have three main functions as stipulated in Article 10 of Law Number 20 of 2023, namely as implementers of public policy, public servants, and as the glue and unifier of the nation. In carrying out these functions, ASN are required to implement public policies professionally, provide high-quality services, and strengthen the unity and integrity of the Unitary State of the Republic of Indonesia.

She also highlighted the challenges faced in building BerAKHLAK-oriented ASN behavior, such as long-standing hierarchical work cultures, resistance to change, and weak internalization of core values in the daily practices of civil servants. Nevertheless, there are significant opportunities to strengthen ASN work culture through the support of national regulations, digital transformation of bureaucracy, and the presence of a younger generation of ASN who are more adaptive and open to innovation.

In closing, Dr. Eunike emphasized that building ASN behavior cannot be achieved merely through slogans or training alone, but requires commitment and consistency from all elements of the bureaucracy. The internalization of BerAKHLAK values must become an integral part of ASN work culture in order to realize public services that are professional, humane, and grounded in integrity.
