Depok, March 10, 2026 — A doctoral graduate from the Faculty of Administrative Science, Universitas Indonesia (FIA UI), Nanang Haryono, revealed that the success of urban green space management in the City of Surabaya is not determined solely by government policies, but also by consistent collaboration among various stakeholders. This collaboration involves local government, the private sector, state-owned enterprises, academics, civil society organizations, and the community within a mutually supportive governance system.

Nanang Haryono conveyed this in his doctoral promotion session through a dissertation entitled “The Process of Collaborative Governance in the Consistent Implementation of Urban Green Space in Surabaya, East Java.” The study highlights how a collaborative governance approach can drive the success of urban environmental management amid the challenges of urbanization and climate change.

“The success of urban green space management does not rely solely on government policies, but on the ability to build collaboration and trust among the actors involved,” he explained.

The research findings show that as of 2024, the total area of urban green spaces in Surabaya has reached approximately 7,363.51 hectares, or 22.01 percent of the city’s total area, exceeding the minimum requirement stipulated in national regulations. This achievement demonstrates the importance of cross-sector collaboration in supporting sustainable urban development.

The study emphasizes that the success of collaborative governance in managing urban green spaces is influenced by the synergy of supportive starting conditions, inclusive institutional design, and facilitative leadership that maintains the consistency of cross-sector collaboration across different periods of leadership.

Academically, this research contributes to the development of collaborative governance studies within the field of public administration, while also serving as a reference for local governments in designing collaborative and sustainable urban green space management policies.
