Depok, January 14, 2025 – “Talent management is a key strategy in improving public sector organizational performance through strategic and merit-based human resource management.”
This statement was delivered by Dr. Nurhakim Ramdani Fauzian during the Doctoral Promotion Session at the Faculty of Administrative Sciences, University of Indonesia (FIA UI) on Tuesday, January 14, 2025, at the EDISI Auditorium, 4th Floor, M Building, FIA UI, Depok.
This research focuses on talent management as a key strategy to enhance public sector organizational performance through a merit-based and strategic human resource management approach.
Dr. Nurhakim’s research formulates a talent management model for Civil Servants (ASN) that influences organizational performance by considering the role of dynamic managerial capabilities and organizational culture. Using a post-positivism paradigm and a mixed-method approach, the study was conducted on the West Java Provincial Government.
“The research results show that talent management significantly impacts organizational performance, including productivity, efficiency, innovation, service quality, organizational reputation, and employee morale,” he explained.
Dr. Nurhakim added that dynamic managerial capabilities serve as a strategic mediator, strengthening the relationship between talent management and organizational performance through adaptation, data-driven decision-making, and innovation.
“Organizational culture, with values from Clan, Adhocracy, Hierarchy, and Market cultures, supports an adaptive, collaborative, and competitive work ecosystem, aligning with meritocratic values,” he stated.
Dr. Nurhakim’s research presents a Civil Servant (ASN) talent management model that combines an inclusive approach for all employees with an exclusive focus on high-potential talent. According to Dr. Nurhakim, the success of this model depends on collective commitment, a dynamic technology-based formula, and a focus on sustainability through regulatory strengthening, accountability, the development of centers of expertise, and periodic evaluations.
“This model is not only relevant for the West Java Provincial Government but can also be adopted by other government institutions,” Dr. Nurhakim concluded.
Dr. Nurhakim Ramdani Fauzian successfully earned his Doctorate in Administrative Sciences with Cum Laude distinction. He is the 50th Doctoral graduate produced by FIA UI and the 238th since the establishment of the Doctoral Program in Administrative Sciences.
