Depok, October 8, 2024 – A team of students from the Faculty of Administrative Sciences, Universitas Indonesia (FIA UI), achieved 1st place in the Best Paper and Best Presentation categories at the Temu Administrator Muda (TemuAdmi) 2024 event held at Universitas Gadjah Mada (UGM), Yogyakarta. This event serves as a platform for networking and academic competition for students of Public Administration, State Administration, and Public Policy programs across Indonesia.
The two outstanding students are Furaihan Kamyl Arnazaye (State Administration, 2021) and Adinda Puspita Ningrum (State Administration, 2021), who presented their paper titled “Simplifying the Limited Liability Company Registration Procedure Through Notaries.”
“Our research focuses on analyzing the burdens caused by the process of establishing a Limited Liability Company (LLC) in Indonesia. This process is often complex and time-consuming, which can hinder investment and economic growth,” explained Furaihan.
Adinda highlighted that their research was motivated by the complexity of the administrative procedures involved in LLC registration in Indonesia, especially concerning the role of notaries. She noted that many entrepreneurs feel burdened by the time and costs required, as well as the intricate procedures.
“In our research, we compared countries that involve notaries in LLC registration with those that do not. We found that countries adopting a system without notaries tend to have faster processes and lower costs, fostering better business growth,” Adinda explained.
Furthermore, Furaihan pointed out that their study revealed how the involvement of notaries in LLC registration increases administrative burdens in terms of both time and cost. “This complex procedure can discourage entrepreneurs from starting new businesses, ultimately affecting the investment climate,” he added.
“Based on our analysis, we propose two options for procedural reform. The first is to eliminate the role of notaries, which would accelerate the registration process and reduce costs,” Furaihan suggested.
Adinda elaborated on the second option, recommending the integration of notary services into the Online Single Submission (OSS) system. “By integrating notaries into the OSS system, the registration process would become more efficient and transparent,” she explained.
With the hope that these recommendations will facilitate better business processes, the two students aspire for their study to contribute to meaningful bureaucratic reform in Indonesia.
“Through this achievement, we hope to make a positive impact on society and drive more efficient bureaucratic reforms in Indonesia,” Furaihan expressed.
The competition began with the delegation registration in March 2024, where participants were required to submit scientific papers and presentations aligned with this year’s main theme, “Outcome-Based Bureaucratic Reform to Support Sustainable Development.” The final event took place from August 11 to 16, 2024.
In preparing for the competition, the FIA UI team conducted extensive research, revisiting advanced research methodology and statistical analysis. After selecting the sub-theme of enhancing investment, they developed an appropriate research methodology. “The challenges we faced included identifying each member’s strengths, managing time effectively, and adapting to evolving data collection methods, especially amidst our internship commitments,” Adinda shared.
Prof. Dr. Chandra Wijaya, M.Si., M.M., Dean of FIA UI, expressed pride in the achievements of the two students. “I hope this accomplishment inspires all FIA UI students to strive for excellence in both academic and non-academic pursuits,” said Prof. Dr. Chandra.
