The fire at the Terra Drone Building in Kemayoran, Central Jakarta, which claimed 22 lives, has drawn serious attention from urban governance observer M. Azis Muslim.
Azis views the incident as a tragedy that reflects the importance of awareness of occupational health and safety standards (K3).
The incident indicates a low level of awareness, both among the building owner and its occupants, regarding the importance of workplace safety.
“What can actually be taken as a lesson from yesterday’s incident is that our awareness—both that of building occupants and owners—regarding occupational health and safety is still very minimal,” he said to Warta Kota, Thursday (11/12/2025).
According to Azis, regulations concerning K3 are clearly stipulated in Laws and Government Regulations, which require every workplace to meet safety standards.
These include adequate evacuation routes as well as appropriate rescue facilities.
However, in this fire case, the evacuation routes in the building did not meet standards, and the available rescue facilities were inadequate.
Neglect of K3L Standards
Azis emphasized that neglect of K3L (Security, Safety, Health, and Environment) standards is a very concerning action.
“The Terra Drone Building failed to meet occupational health and safety standards, such as improper evacuation routes and inadequate rescue facilities,” he explained.
He added that building managers have an obligation to provide adequate infrastructure to ensure that K3 standards are met and function properly.
“Fire extinguishers and other K3 facilities must always be ensured to be in ready-to-use condition and must undergo routine maintenance,” said Azis.
Azis suggested that the government conduct routine inspections of building safety systems.
“The government needs to ensure that fire safety standards and evacuation routes are inspected periodically. Education for workers and building occupants about safety procedures when facing emergency situations is also very important,” he said.
He also emphasized the importance of law enforcement against those who violate K3 standards.
“Those who neglect workplace safety must be given strict sanctions. This is very important to prevent similar incidents from recurring in the future,” he added.
Attention to Building Safety Management
In addition, Azis hopes that building managers will pay greater attention to safety governance, especially in Jakarta, which is a business hub with many high-rise buildings.
“One preventive effort is early detection of fire risks and ensuring that evacuation routes are unobstructed. This will ensure that buildings in Jakarta meet proper safety standards,” he asserted.
Azis also reminded that awareness of the importance of safety and evacuation standards must be built continuously through training and proper infrastructure maintenance.
Azis hopes that the tragedy at the Terra Drone Building can serve as a valuable lesson.
“We must ensure that all buildings, especially those used as workplaces, have appropriate occupational safety and health management systems. In that way, we can create a safer working environment for all parties,” he concluded.
