In today’s era of knowledge-based competition, Indonesia faces significant challenges in managing intellectual property (IP). This issue was the focus of Dr. Aditya Sarsito Sukarsono’s dissertation, which highlights that intellectual property, as a product of human creativity, has yet to optimally contribute to Indonesia’s economic growth and innovation competitiveness. Despite increases in IP registration applications and non-tax state revenue (PNBP) from the IP sector, Indonesia’s position in the Global Innovation Index (GII) remained stagnant, ranking 54th globally in 2024.

The dissertation highlights that transforming the Directorate General of Intellectual Property (DJKI) into a world-class intellectual property office requires adaptive, visionary governance based on dynamic capabilities, rather than merely administrative reforms. Dr. Sukarsono’s research adopts the dynamic governance framework, emphasizing an organization’s ability to think ahead, think again, and think across, while also developing able people and agile processes as the core pillars of the institution.

“The aim of this study is to analyze the implementation of dynamic governance principles within DJKI and to evaluate the most suitable institutional form to strengthen dynamic governance at DJKI. This research uses a mixed-method approach, combining qualitative exploration through literature studies, policy analysis, and interviews, with quantitative analysis using Fuzzy VIKOR and Fuzzy TOPSIS in multi-criteria decision making (MCDM),” explained Dr. Aditya.

In his presentation, Dr. Aditya stated that the results show DJKI still faces limitations in structural flexibility, process innovation, and human resource development based on competencies. The capabilities for thinking again and thinking across remain reactive and have yet to be institutionalized. The fuzzy analysis also indicates that DJKI’s current institutional form does not sufficiently support the dynamic governance needed.

Dr. Aditya revealed that the Fuzzy VIKOR method recommends establishing a State-Owned Enterprise (SOE) for Intellectual Property as the best compromise, while the Fuzzy TOPSIS analysis suggests an Autonomous Agency as the ideal alternative. Both institutional forms are considered capable of structurally and functionally internalizing the principles of dynamic governance.

“This research concludes that the application of dynamic governance is crucial for DJKI to become a world-class intellectual property office, where institutional transformation serves as a key instrument in realizing dynamic and responsive governance,” Dr. Aditya concluded.
