Depok, January 29, 2026 — The Democracy and Local Governance (DeLOGO) Research Cluster of the Faculty of Administrative Sciences, Universitas Indonesia (FIA UI), held a book discussion on “General Government and Field Administration in the Unitary State of the Republic of Indonesia.” The event served as an academic forum aimed at enriching understanding of the implementation of general government and the dynamics of its practice within the framework of Indonesia’s unitary state.

The event was opened by the Head of the DeLOGO Research Cluster, Prof. Dr. Irfan Ridwan Maksum, M.Si., who explained the existence of Indonesia’s regional government system through a conceptual framework encompassing the relationship of authority between central and regional governments, the governance of central government representation in the regions, mechanisms and roles of regional legislative bodies, procedures for the election of regional heads, as well as regional financial management and the supervision of regional regulations. He emphasized that the regional government system constitutes an integrated whole in which various governance aspects are closely interconnected and mutually influential.

Dr. Alma ‘Arif, M.A., as the first author of the book, subsequently presented the structure and substance of “General Government and Field Administration in the Unitary State of the Republic of Indonesia.” The book is organized into nine sections that comprehensively discuss the concepts of the nation-state and regional government, general government in Indonesia and its challenges, governance practices at the regional level, as well as developments, challenges, regulatory misconceptions in decentralization policies, the relevance of the prefectural system, and the future direction of general government administration in Indonesia.

Further perspectives were shared by Dr. Achmad Lutfi, M.Si., as the third author, and I Made Suwandi, M.Soc.Sc., Ph.D., as the reviewer, who provided critical reflections and reinforced the analytical depth of the book’s substance. The discussion was moderated by Rainy Mutiara Hendra, S.I.A., a junior member of the DeLOGO Research Cluster, and proceeded interactively with active participation from attendees.

The event concluded with the presentation of certificates to the speakers and a joint documentation session. Through this book discussion, the DeLOGO Research Cluster of FIA UI hopes that the book will serve as both an academic and practical reference for understanding the implementation of general government, particularly in the context of central–regional relations in Indonesia.
